Keenan Refuge Ministry
Costi and Elizabeth Keenan serve in Bucharest, Romania. Adopted from the orphanage system in Bucharest by an American missionary family, Costi knows the challenges and needs of the young men and women in the government system. Through Refuge Ministry, the children are offered the gospel, caring relationship and support, as well as educational support, camp opportunities, and much more.
In addition to serving orphans in Bucharest, the team has established community centers and support for several outlying villages. In these locations they are able to provide educational support, family ministry, and church services.

The Keenan Refuge Ministry (aka Refuge Center Romania) serves the youth living in state-run orphanages in Romania.
Our Ministry
We minister the gospel of Jesus Christ to the youth, as well as provide practical care and support.
Our Goals
We aim to provide the youth with an opportunity to hear the gospel and know God. We also seek to provide the youth with love and care that are often absent.
Our Achievements
We weekly serve about 150 orphans, as well as over one hundred families in local villages.
