Costi and Elizabeth Keenan, along with their three daughters AnnaRose, Jasmine and Elsa, have established the Refuge Center. This ministry reaches out to children in the state orphanage system and provides them with relationships, assistance and teaching. Growing up as an orphan in the Romanian system, Costi is uniquely qualified for this ministry.
